The Institut Pasteur du Cambodge (IPC) is a Cambodian non-for-profit research institution established in 1953, IPC is today a scientific research establishment declared of public utility placed under the high patronage of the Ministry of Health of the Kingdom of Cambodia and under the responsibility of the Institute Pasteur on the scientific and technical levels. The IPC is a member of the Pasteur Network, which brings together over 30 institutes present on five continents. It shares the Pasteurian values and the ethical charter to which the Pasteur Institutes are bound. The IPC has around 300 employees, including about 30 expatriates of 22 nationalities and includes 5 research units. It carries out research activities in health biology, public health and service activities (Medical Biology Laboratory, vaccinations and water and food analyses) and training.

 

The Epidemiology and Public Health Unit of the IPC conducts operational epidemiological research studies on major public health challenges in Cambodia. Specifically, the work carried out aims to improve the understanding of the transmission of infectious and emerging diseases coordinating multi-partner and intersectoral research initiatives supported by major global funders such as the Wellcome Trust, the Pasteur Network, French and international development cooperation funds, as well as other key international donors.

 

The Communication Officer will be mainly involved in two major projects led by the Epidemiology and Public Health Unit: RACSMEI (Risk Assessment of Circulating and Emerging Zoonotic and Multi-species Pathogens in a One Health Perspective) and VIRAGE (Integrated Surveillance for the Strengthening of Management Actions and Elimination of Rabies in Cambodia). These large-scale, multidisciplinary projects aim to strengthen infectious disease surveillance and control in Cambodia, with a strong focus on stakeholder and community engagement, intersectoral collaboration and evidence-based public health strategies requiring robust and targeted communication to reach scientific audiences, institutional partners and the general population.

Position Overview:

This position plays a key role in strengthening the visibility and strategic communication of the Epidemiology and Public Health Unit’s activities, with a particular focus on ongoing research projects such as RACSMEI and VIRAGE. The Communication Officer will support the development and dissemination of tailored content for diverse audiences, including institutional partners, communities, and the scientific community. Working in close collaboration with principal investigators, the IPC Communications Manager, the Unit’s assistant, and both scientific and operational teams, the officer will help ensure that project messages are consistent, accessible, and impactful across various communication channels.

 

Recruitment conditions:

Main responsibilities:

  • Strategic Communication
    • Design and implement comprehensive communication strategies aligned with the objectives of projects led by the Epidemiology and Public Health Unit.
    • Ensure consistency in messaging and visual identity across all communication materials.
    • Contribute to the development of tailored communication tools (e.g. leaflets, comic books, educational videos) to enhance understanding among target populations by producing content directly and/or by identifying and coordinating with qualified service providers.
    • Monitor and evaluate dedicated project communication activities to ensure their quality, relevance, and impact.
    • Conduct or contribute to research on target audiences to adapt messages, formats, and channels to local literacy levels, cultural sensitivities, and digital behaviors.
  • Digital Communication & Content Creation
    • Manage and regularly update project websites and online platforms, drafted articles, newsletters, infographics, and project reports.
    • Collaborate with the IPC Communication Manager to create engaging social media content (e.g. Facebook, TikTok, Telegram) to promote the unit’s work and visibility.
    • Establish and maintain an editorial calendar across channels and campaigns to streamline planning and ensure alignment with project milestones.
  • Internal Communication and event coordination
    • Facilitate communication between project teams, units, and support staff, particularly during cross-cutting activities and events.
    • Assist in the planning and organization of public events, scientific conferences, and stakeholder meetings.
    • Coordinate the production of visibility and promotional materials in collaboration with donors and institutional partners.

Candidate Profile:

  • Qualifications:
    • Bachelor’s or master’s degree in communication, Media Studies, Marketing, Public or International Relations, Public Health, or a related field.
    • Proven experience in communication preferably within research, public health, literacy or international development context.
    • Strong organizational and time-management skills with the ability to manage multiple projects simultaneously.
    • Previous experience in financial management and budgeting within project framework is an asset.
  • Skills:
    • Very good English and Khmer language skills required (writing and editing), Proficiency in French is an asset.
    • Strong interpersonal and communication skills, with the ability to work collaboratively with diverse teams and stakeholders.
    • Proficiency in communication tools and platforms (e.g., WordPress, Canva, Adobe Creative Suite, social media management tools).
    • Ability to translate complex scientific or technical content into clear, accessible and engaging content.
    • Organizational skills, autonomy, creativity, and attention to detail in the execution of communication tasks.
