The Institut Pasteur du Cambodge (IPC) is a Cambodian non-for-profit research institution established in 1953, IPC is today a scientific research establishment declared of public utility placed under the high patronage of the Ministry of Health of the Kingdom of Cambodia and under the responsibility of the Institute Pasteur on the scientific and technical levels. The IPC is a member of the Pasteur Network, which brings together 33 institutes present on five continents. It shares the Pasteurian values and the ethical charter to which the Pasteur Institutes are bound. The IPC has more than 250 employees, including about 30 expatriates of 22 nationalities and includes 5 research units. It carries out research activities in health biology, public health and service activities (Medical Biology Laboratory, vaccinations and water and food analyses) and training.

 

The lnstitut Pasteur du Cambodge (IPC) is recruiting a Project Controller based at Finance & Accounting Service of the Administration Unit.

 

Position Overview:

The Project Controller will be responsible for the financial management and monitoring of projects at the Institut Pasteur du Cambodge (IPC). Working within a tightly controlled procedural framework, they will ensure the accuracy of project-related financial data, compliance with internal and regulatory protocols, and support the project management team in ensuring financial compliance and operational efficiency.

 

Recruitment conditions:

– Language: Proficiency in English is required; knowledge of additional languages like French may be beneficial.

– Position: Full-time.

– Contract: The initial contract is offered for 1 year (renewable).

– Start Date: Available to start as soon as possible.

Main responcibilities:

  • Project Financial Monitoring: Track and control project budgets, including recording financial transactions, monitoring costs, and identifying budget variances.
  • Financial Reporting: Prepare regular financial reports on the status of projects for internal stakeholders, ensuring compliance with internal and external financial standards.
  • Coordination with Project Teams: Work closely with project managers to ensure financial data is accurate and up-to-date, and that financial projections are reliable.
  • Compliance: Ensure all project-related transactions are processed in accordance with relevant legislation and accounting standards.
  • Audit Assistance: Participate in internal and external audits of projects, providing necessary documentation and explanations.

Qualifications:

-Education: Bachelor’s degree in finance, accounting, or a related field.

-Experience: 0-3 years of relevant experience in finance or accounting, preferably with exposure to project management.

-Technical Skills:

  • Basic understanding of financial statements (balance sheet, income statement, cash flow statement).
  • Basic proficiency in accounting software and understanding of grant management systems.
  • Knowledge of audit processes and internal controls.
  • MS Office software mastery with a strong concentration in Excel
  • Must have experience with ERP systems Dynamics 365 Business Central
  • Skilled in using Jet Reports for data analysis and reporting
