The Institut Pasteur du Cambodge (IPC) is a Cambodian non-for-profit research institution established in 1953, IPC is today a scientific research establishment declared of public utility placed under the high patronage of the Ministry of Health of the Kingdom of Cambodia and under the responsibility of the Institut Pasteur on the scientific and technical levels. The IPC is a member of the Pasteur Network, which brings together more than 30 institutes present on five continents. It shares the Pasteurian values and the ethical charter to which the Pasteur Institutes are bound. The IPC has more than 300 employees, including about 30 expatriates of 10 nationalities and includes 6 research units. It carries out research activities in health biology, public health and service activities (Medical Biology Laboratory, vaccinations and water and food analyses) and training.

The Institut Pasteur du Cambodge (IPC) is seeking for a qualified and experienced Head of Accounting & Treasury to lead and strengthen its Finance department.

Position Overview:

As the Head of Accounting & Treasury, you will lead and manage the IPC accounting and treasury functions, ensuring the integrity, accuracy, and efficiency of all financial operations. You will report directly to the Chief Financial Officer (CFO) and manage a team of 5 staff members, including a Deputy Head of Accounting. A central focus of this role is driving change management: you will modernize accounting processes, implement robust monthly closing checklists, lead digitalization initiatives, and strengthen cut-off disciplines across the department.

  • Contract: The initial contract is offered for 1 year (renewable)

Main Responsibilities:

  • Team Leadership & Change Management
    • Lead, mentor, and develop a team of 5 accounting and treasury staff, including a Deputy Head of Accounting.
    • Drive a strong change management agenda: challenge existing processes, champion a right-first-time mindset, and embed a culture of continuous improvement. Disseminate effectively the processes among internal customers.
    • Design and implement a comprehensive monthly closing checklist to ensure timely and accurate period-end closings.
    • Lead digitalization initiatives within the department, reducing manual processes and increasing automation across accounting workflows maximizing the possibilities offered by our new accounting system (MS Dynamics) and our MS 365 environment.
    • Strengthen cut-off disciplines and accrual accuracy in collaboration with all departments.
  • General Accounting
    • Oversee all general accounting activities including payroll posting, grants revenue calculation, accruals and fixed asset management.
    • Supervise accounts payable (supplier invoices, VAT/e-filing, payments) and accounts receivable (client contracts, NSSF billing, invoicing to donors, reconciliation).
    • Ensure timely preparation of semi-annual and annual financial reports.
    • Review and validate all General Ledger accounts (Balance Sheet & P&L).
    • Ensure timely clearing of advances, client/supplier accounts, and donor receivables.
  • Treasury & Cash Management
    • Oversee daily cash and bank transactions, ensure reconciliations and cash flow monitoring.
    • Optimize treasury and payment processes efficiency.
    • Ensure proper controls on all payment methods (cash, transfer, cheque).
  • Compliance & Internal Controls
    • Ensure compliance with Cambodian accounting standards and alignment with IPC’s internal financial policies.
    • Lead internal and statutory external audit processes, including documentation preparation and coordination with auditors.
    • Implement and reinforce internal control procedures across the function.
  • Collaboration & Reporting
    • Collaborate closely with the Head of Financial Controlling and the CFO to ensure consistency between accounting records and financial reporting.
    • Liaise with HR, procurement, and department heads to ensure accurate and timely booked financial data.
    • Support Controlling in the preparation of financial dashboards and reports for senior management.

Candidate Profile:

  • Qualifications & Experience
    • Education: Bachelor’s degree or higher in Accounting, Finance, or a related field. CPA or equivalent professional certification is a strong asset.
    • Experience: 5+ years of experience in accounting, with at least 2 years in a supervisory or managerial role. Demonstrated experience leading process improvement or change management initiatives.
  • Technical Skills
    • Strong knowledge of Cambodian and International accounting standards.
    • Proficiency in ERP systems — Dynamics 365 Business Central is preferred.
    • Solid command of MS Office 365, particularly Excel; familiarity with financial reporting tools (Jet Reports, Power BI) is a plus.
    • Understanding of financial statements (balance sheet, income statement, cash flow).
    • Knowledge of audit processes and internal controls.
