The Institut Pasteur du Cambodge (IPC) is a Cambodian non-for-profit research institution established in 1953, IPC is today a scientific research establishment declared of public utility placed under the high patronage of the Ministry of Health of the Kingdom of Cambodia and under the responsibility of the Institute Pasteur on the scientific and technical levels. The IPC is a member of the Pasteur Network, which brings together 33 institutes present on five continents. It shares the Pasteurian values and the ethical charter to which the Pasteur Institutes are bound. The IPC has more than 300 employees, including about 30 expatriates of 22 nationalities and includes 6 research units. It carries out research activities in health biology, public health and service activities (Medical Biology Laboratory, vaccinations and water and food analyses) and training.

The lnstitut Pasteur du Cambodge (IPC) is recruiting a full time Accounting Assistant in charge of NSSF account to reinforce the Accounting Service.

Position Overview

The Accounting Assistant will reinforce the Accounting Service by managing all administrative and financial processes related to the National Social Security Fund (NSSF) account, one of IPC’s monthly clients. He/She will ensure the accuracy of NSSF claims, invoices, and payments, while maintaining proper records in IPC’s systems. The position requires close collaboration with the Laboratory Management System (DG Lab), the NSSF platforms (HSPIS and Mate Pad), and IPC’s ERP system (MS Dynamics).

This role is essential to guaranteeing that NSSF-related transactions are processed smoothly, accurately, and on time, thereby supporting IPC’s financial reliability and service delivery.

 

Recruitment conditions:

  • Language: English and/or French
  • Position: Full-time
  • Contract: The initial contract is offered for 1 year (renewable)

Main responsibilities:

  • Check all NSSF documents with daily report from our Lab management system (DG Lab)
  • Complete NSSF’s patients related claim amount into NSSF system (HSPIS)
  • Export monthly patient list from NSSF system to verify with the listing in DG Lab (grouping by civil servants, employees, self-employees), scanning and indexing into digital systems
  • Issue invoice and book into our ERP system (MS Dynamics)
  • Upload invoice into NSSF system (HSPIS & Mate Pad)​​​ to process and verify member claim
  • Follow-up payment and reconcile aging report
  • Perform other duties, as assigned by the department.

Candidate Profile:

  • Qualifications & Experience
  • Undergraduate or Bachelor’s degree in Accounting, Finance, or related studies (fresh graduates are welcome to apply).
  • Accounting or finance experience is an advantage, ideally with client account management.
  • Familiarity with ERP systems (MS Dynamics preferred) and financial reporting.
  • Experience working with NSSF systems (HSPIS, Mate Pad) is an advantage.

  • Strong attention to detail and accuracy in data entry and reconciliation.
  • Good organizational and time-management skills.
  • Service oriented mindset with ability to liaise with NSSF and internal stakeholders.
  • Confidentiality and integrity in handling sensitive financial information.
  • Proficiency in Khmer (required) and working knowledge of English and/or French.
  • Computer literacy (Excel, Word, Outlook; scanning/indexing digital systems).
